MNIC to reduce corruption, influx of illegal immigrants

ITANAGAR, July 31. MLA T G Rinpoche today hailed the Central Govt for its initiative to introduce Multipurpose National Identity Cards (MNIC) in the country.

Rinpoche exuded confidence that the MNIC would help solve the 50-60 per cent problems being faced by the planners, policy makers and general public of the country, reduce corruption remarkably and influx of illegal immigrants.

Aimed at addressing national security, the problem of illegal immigration and managing citizen identity, the project has been set in motion and the Govt approved the setting up of a National Authority for Unique Identity under Planning Commission to oversee it.

Congratulating Prime Minister Manmohan Singh for his bold and innovative step to provide unique national identity to the country, Rinpoche said that the decision was historic. “In fact since my step in political career it was my ardent desire to have a national identification card and I had advocated the need of the same on many a occasions”, he said. Rinpoche, was of the view that Bharat Nirman will remain incomplete unless initiatives are taken for Bharatiya Narman and the UPA Govt has rightly understood the importance of Bharatiya Nirman and began the process. This will go a long way fulfill the need for multipurpose documentary proof to facilitate easy verification and help reach the welfare schemes to intended beneficiaries.

The implementing agencies have to look into the matter so that the genuine Indian are not deprived of and illegal immigrants are not included, Rinpoche said when asked by the media as to how the illegal immigrants would be identified when implementing the projects.

The MLA in a letter to Prime Minister Manmohan Singh wished best for speedy implementation of the project.

Rinpoche, who is also chairman of the Hydropower Development Corporation of Arunachal Pradesh informed that the state Govt and Jindal Co will jointly implement 4,500 MW project. Jindal signed agreements for two projects totaling 4500 MW in December 2008. The two projects 4,000MW Etalin and 500MW Attunli hydropower projects were earlier awarded to state owned NTPC, but were later taken away.

East, West Kameng and Tawang remain cut off

ITANAGAR, July 31: Road communication was snapped to the three districts of Tawang, East and West Kameng districts as boulders fell on the road between Tenga and Bomdilla. Following the landslide, hundreds of trucks, loaded with essentials and other vehicles remained stranded on the road.

BRO officials, entrusted to look after the road, said the landslide occurred due to continuous heavy rains for the last two days.

The work to clear the debris was delayed due to rains but the BRO hoped that communication will be restored within a couple of days.

The three hilly districts are being supplied essentials from neighbouring Assam's Sonitpur district.

Many Public and Government officials are stranded at Tezpur and Bhalukpong. DC East Kameng Pige Ligu has requested the concern Department and the BRTF for early restoration of road communication.

Arunachal Police officer booked in Assam

ITANAGAR, July 31: In an embarrassing turn of event for the Arunachal Pradesh Police, Tinsukia Police arrested Police Officer Kamlesh Kumar Pathak on charges of accepting bribe. Pathak is Officer in Charge of Crime Branch’s Special Investigation team, Itanagar.

Pathak and team had gone to Tinusukia to question one Vinay Aggarwal who is wanted by East Siang district Police.

Pathak along with other officers had reported to Tinsukia Police of their arrival on July 28 and asked for its cooperation while the team discharged its duty.

However the team did not contact the Assam Police afterwards. One of the informers of the Assam Police alerted SP Tinsukia Diganta Borah that something was amiss.

Assam Police wasted no time and dressed in plains cloth arrived at the Hotel where the team was staying. They were not surprised to find two gentlemen entering the room of the Officer. After the gentlemen left, the Assam Police entered the room only to find Rs one Lac in an envelope. When confronted for details, the Police Officer initially said it was his but it was father of the accused who said that officer in charge had actually asked for money.

The officer was produced in court today.

SP Borah said that other members of the team had no idea what their boss was up to.

Akshay Urja Diwas

ITANAGAR, July 31: Arunachal Pradesh Energy Development Agency would observe Rajiv Gandhi Akshay Urja Diwas on Aug 20, the birthday of Late Prime Minister Rajiv Gandhi. The day is celebrated across the country and several competitions on theme of new and renewable energy resources are organized.

APEDA this year would observe the day at Energy Park organizing essay, quiz and drawing competition. The essay competition will be amongst the students of Class IX-XII on Aug 15. Quiz competitions for students of Class VI to VIII and drawing competitions for students of Class 1-V will be held on Aug 16.

ZP passes resolution on equal distribution of teachers

YUPIA, July 31: Transfer of excess teachers from the Capital Complex area to the interior areas of the District, proper maintenance of the existing schools with adequate school buildings and teachers rather than further upgrading, scrapping of private PDS contractors appointed for the district from the State level, decentralization of purchase of medicines, appointment of staff and civil works under NRHM are some of resolutions passed at a special Zilla Parishad meeting of Papum Pare District which was held at the conference hall of DRDA, Yupia.

The meet was called to discuss schemes proposed to be taken up during the financial year 2009-10 by various line departments. The Zilla Parishad passed certain resolutions, which it proposed to take up with the Govt. Further, it was also resolved that the Department of Power should complete the RGGVY schemes, against which tender has been finalized under Nirjuli Electrical Division. Panchayat members of the Sagalee Anchal Samiti also expressed resentment against pathetic condition of power line from Yupia to Sagalee, particularly after shifting of the 2x1.6 MVA/33/11 KVA sub-station. The Department of Power was also urged to finalise the 3 packages under RGGVY for Tarasso, Upper Balijan & Lower Balijan without further delay.

The Zilla Parishad decided to monitor the implementation of schemes in the district alongwith the concerned District Head of Departments. The meeting was attended by all the Zilla Parishad Members, Chairpersons of Anchal Samities and Head of Departments of Papum Pare District. The meeting, which was also attended by Bidol Tayeng, Deputy Commissioner, Papum Pare, was chaired by Nabam Aka, Chairperson, Zilla Parishad, Papum Pare.

During the day long discussions, the Head of Departments of the District appraised the Zilla Parishad about different schemes proposed to be taken up during the current financial year.

ABK calls for wider consultation

ITANAGAR, July 31: Adi Bane Kebang in a memorandum to the Chief Minister has apprised of the need for wider consultation in finalizing the district boundary of the proposed Lower Siang district and East Siang. It called for constitution of committee to study geographical and traditional boundaries of these four villages and consultation with affected people before taking any final decision. It said that drawl of boundary should be from the customary defined villages boundaries of the Galo and Adi villages of Sido, Ledum, Detak and Depi on the basis of accepted practices as per traditional customary laws.

Depi, Depi-Moli, Detak and Sido villages have called for exclusion from the proposed Lower Siang district bifurcating East and West Siang to a representation to Chief Minister Dorjee Khandu. It said that it would remain with East Siang as it has traditional, linguistic and kinship affinities with the people of East Siang while adding that these villages are located 40-42km distance from Pasighat, East Siang district headquarters.

Sanjay writes to CM and CS

ITANAGAR, July 31: MP Takam Sanjay sent separate letters to Chief Minister Dorjee Khandu and Chief Secretary Tabom Bam calling for coordinated efforts from all to ensure that schemes from the state reach New Delhi on time.

“In addition to my duty in Parliament, it will be my endeavor to ensure that I will not leave stone unturned in taking up the matters pertaining to the state” the MP wrote.

He asked the Chief Minister to direct govt officials to gear up information to any matter that may come up in the Parliament as well as required in various ministries.

Sanjay in a separate letter to CS called for his personal intervention to ensure timely submission of state priority scheme. Sanjay further said that departments send a copy of all schemes to his office as well.

Training for state level master trainers under BRGF for Upper Subansiri begins

Daporijo, July 31: A training exercise for developing State Level Master Trainers under Backward Region Grant Fund (BRGF) for Upper Subansiri, organized by SIRD and sponsored by Ministry of Panchayati Raj Government of India and supported by Department of Panchayati Raj, Government of Arunachal Pradesh commenced here on July 27. The training will continue till August 1.

Speaking on the occasion Zilla Parishad Chairperson Nakap Nalo appreciated the role of SIRD Arunachal Pradesh as the Technical Support Institution in facilitating the process of initiation of BRGF programme in Arunachal Pradesh.

Nalo also dwelt at length on several initiatives undertaken by Government of India for providing power to the PRIs. He also remarked that the PRIs in Upper Subansiri were fortunate enough to address critical poverty issues and backwardness through BRGF programme. He expressed that PRIs had more central role under BRGF than even under NREGA. He invited positive response from officials to assist the PRIs in proper implementation of the development programmes. He also called upon all the present Zilla Parishad Members, Anchal Samiti Chairpersons, officials and representatives of NGOs nominated for the programme, to attend the programme and participate in the training programme so that they could be empanelled by SIRD as State Level Master Trainers. District Planning Officer –cum- Member Secretary of the District Planning Committee(DPC), S.Timba expressed that lots of hurdles were being faced in bringing this BRGF programme in his district.

Course Director cum Assistant Director SIRD Kirto Loyi, appreciated the proactive role played by Zilla Parishad Chairperson in approval of the Perspective Plan for Development Grants under BRGF.

Earlier the EAC D.Rebia, speaking on behalf of the Deputy Commissioner called upon all the participants for proper understanding of the programme and for transparent implementation of the programme.

Rakesh Srivastava, Assistant Director SIRD clarified on the need for participation of all members, since SIRD will be evaluating the participation of all the trainees and will empanel only such participants as State Level Master Trainers (SLMT) who would be able to deliver the training interventions at district level.

The programme is being attended by Zilla Parishad Members, Anchal Samiti Chairpersons, and district level representatives from various line departments, representatives of NGOs engaged in Upper Subansiri. The training shall be imparted by Kirto Loyi and Rakesh Srivastava from SIRD Arunachal Pradesh. (DIPRO)

ATSU football tournament

ITANAGAR, Jul 31: In the final match of the football tournament organized by All Tagin Students’ Union (ATSU) at Daporijo, Dubi Line emerged winner beating Tamin Elite Society.

Attending the final match as Chief Guest, Superintendent of Police Apor Bitin appreciated the young players of the district for their sincerity in the game and urged them to dedicate in more games and sports activities.

Among others, EAC Judicial and DIPRO attended the closing ceremony as Guest of Honour and special invitee.

Governor visits Lumla

ITANAGAR, July 31: Arunachal Pradesh Governor Gen JJ Singh who is on a visit to western part of Arunachal Pradesh, today visited Lumla in Tawang district. He drove from Tawang to Lumla.

During his hour-long stay at Lumla, before returning to Itanagar, the Governor visited the under construction Tara Devi statue. Interacting with the construction committee of the project, Gen Singh expressed his hope that the statue, when completed in next two years, will definitely bring peace and prosperity to the region as it will attract pilgrims and other believers along with tourist to picturesque town of Lumla. It will be like our famous Tawang Monastery, he added. Making cash contribution towards that statue, Gen Singh expressing his desired to visit it once completed.

The members of the committee informed that statue of Goddess Tara Devi, once completed can be seen even from Sela Pass on clear sky as also it will be seen neighbouring Bhutan.

Accompanied by the first lady Anupama Singh, the Governor inspected the under construction Eklaviya School, Lumla. Going through the construction details, he urged upon the engineers to put on their best for the best construction in this far-flung area. Your effort will definitely encourage in giving quality education to our rural children, he pointed.

Earlier in the morning before leaving for Lumla, Gen Singh, who is the Honorary Colonel of the Maratha Light Infantry paid homage to the statue of Chhatarpati Shivaji Maharaj, at Tawang, which was unveiling by him on June 3 last.

Training prog for Apex bank officers

ITANAGAR, July 31: Three days training programe on preparation of Development Action Plan (DAP) and Asset Liability Management (ALM) and ODI Programme got underway today for officers of the Apex Bank Ltd.

NABARD, Itanagar in collaboration with the Department of Cooperation is organizing the training prograame.

DC Capital Complex Cum Administrator of the Bank urged Padmini Singla upon the Senior Officers and Branch Managers of the A.P. State Coop. Apex Bank Ltd to avail full advantage of the training to enhance their skills, effectiveness and efficiencies from NABARD on Coop. Sectors to build up positive attitude among themselves for speedy, revival of the bank as they are the pillars of the bank and they should take active participation in the training.

The Managing Director-Cum CEO of the Bank Tarin Dakpe in his key note address appealed to the trainees to be more serious on the subject of the training and get all doubts cleared through interaction during the training period. He also appealed to the NABARD to provide financial assistance for computerization of the bank and appealed to the faculty members to give stress on practical rather than theoretical training.

Speaking on the occasion B.G. Mukhu Padhaya, GM, NABARD shared his views on the importance of training programme and appealed the participant to take active part during the session so that they could have maximum input on the training. He also assured that NABARD will always extend assistance to the Bank in imparting trainings as and when required.

Police Arms Store House inaugurated

Daporijo, July 31: SP Upper Subansiri District Apur Bitin inaugurated the District Kote Building (Police Arms Store House) here today. The building was executed by Arunachal Pradesh Police Housing And Welfare Corporation and constructed by M/s Dungpak Gyadu Enterprise, Daporijo.

He appreciated the contractor for constructing the building within the specified time limit. All officers and staff of the police department were present during the inaugural function. (DIPRO)

Fake note demonstration

ZIRO, Jul 31: Demonstration on identification of fake currency notes was organized by Deputy Commissioner and SP at DC Chamber today which was attended by administrative officers, police officers, cashiers of every department and other government staff of the district.

Branch Manager, SBI Ziro highlighting the special characteristics of Indian currency note and fake note said that the one has to minutely observe the details to distinguish original and fake currency notes as there is minute difference between the two.

Meanwhile, DC Sadhana Deori thanked SBI Branch Manager and staff for participation and informed that such demonstration would be organized for public and trading communities soon.

Adi SU band call

ITANAGAR, Jul 31: Adi Students’ Union (AdiSU) has called 12 hours bandh on August 6 at Adi inhabited areas.

The union has submitted a 14 days ultimatum demanding stopping of inviting public or private power developer in Adi belt, review of signed MoU and MoAs with consultation from local people, compensation of land donor of Joypur, Samuguri, new Jengtu village and Namsai sub-division and improvement of infrastructure of boys hostel, JN College, Pasighat.
